(Liable for leaks and spills -X/+) Trenching in a foreign pipeline -- eminent domain is for schools and roads -- not Walmart casinos etc. Canada is closer to the Atlantic and Pacific than Texas. Piping oil through the USA for export -- cut supply -- or haul fuel back is fiscal folly (like the post office!)...
