County Commission will discuss opioid fund, budgets

McCOOK, Neb. — Public hearings, the budget and creating a separate account for opioid settlement funds received in 2021 are on tap for the regular meeting of the Red Willow County Commissioners on Monday, 8:30 a.m. on the third floor of the Red Willow County Courthouse.
At 9:30 a.m., commissioners will hold a public hearing on a conditional use permit application from Great Plains Towers LLC and will consider approval following discussion.
Commissioners will also conduct public hearings on the preliminary and final plats for the K. Miller Subdivision and will consider resolutions approving both.
Following that, at 10 a.m., Donna Goad of Domestic Abuse/Sexual Assault Services will request continued county support for the 2026-27 fiscal year.
At 10:30 a.m., the commissioners will continue their review and discussion of the county’s budget for next year.
Consent agenda items include authorizing the chairman's signature on a resolution creating an opioid fund.
In 2021, more than $50 billion in opioid settlement funds were administered to states, cities and counties, from historic lawsuits against pharmaceutical companies, manufacturers, distributors and pharmacies. At least 70% of this money is legally mandated to go directly toward opioid remediation, such as treatment, prevention and harm reduction programs. In 2021, Red Willow County received $75,000, which was deposited into the General Fund. This resolution would establish a separate fund for these dollars to improve tracking. The funds can be used to provide addiction treatment services for county inmates or be allocated to Region II Human Services, which also provides substance use treatment services.
Other consent agenda items include reappointing Ricky Kerst to the Veterans Service Board, reappointing Mike Kugler and appointing Dave Fulkerson to the City/County Airport Zoning Board, county roadway occupancy permits for Black Hills Energy and Great Plains Communications, an interlocal participation agreement with Region II Human Services and a county roadway occupancy permit for Jades Sewer Drain Cleaning.
At 1 p.m., the commissioners will reconvene as the Board of Equalization for property valuation protest hearings.
