Three face preliminary hearings on sex trafficking, child porn
HOLDREGE, Neb. -- Three men have Phelps County court dates later this month in connection with sex trafficking of a minor, child pornography and other felony charges from Furnas County.
Carl Kramer, 49, of Oxford was ordered held without bond Monday in Furnas County Court and faces a preliminary hearing 3:30 p.m. March 16 in Phelps County Court in Holdrege. He is charged with three counts of felony sex trafficking of a minor, which carry a maximum penalty of life in prison on each count. A separate bond hearing is expected to be conducted at a later date.
Also appearing Monday was Dylan Brooks, 24, who was arrested in Douglas County Feb. 28 on two counts of sex trafficking of a minor, two counts of manufacturing child pornography and two counts of first-degree sexual assault.
After prosecution cited Brooks’ failure to appear in a 2016 case and his current 24 month of probation, the judge set bond at $3 million, which could see Brooks free after posting 10%, but he would have to surrender his passport and have no contact with anyone under 19.
His preliminary hearing will be 2 p.m. March 16 in Phelps County Court.
William “Billy” Quinn, 55, Oxford, is set to appear in Phelps County Court at 1 p.m. March 13.
Quinn faces charges of 1st degree sexual assault, debauching a minor and felony child abuse.
Court records for all three cases remain sealed, and the Nebraska Attorney General’s office is assisting. The state attorney general’s office declined comment on the investigation.
