Why did they wait so long?

I admired your review of the Huff case in the Thursday, May 6 issue.
The tale of events and past events of law-breaking and illegal history of Mr. Huff brings many questions to mind. The main thought for me is simple: Why didn't judicial and law enforcement personnel nail Huff to a tree long ago? Why didn't someone say, "This is enough! We need to do something about this man."
Now he is going into prison for a long time, but why wait until he killed an innocent woman? He showed about as little concern for others as any criminal I've ever read about. His life seems to read close to a classic mind disorder wherin there is no remorse or sense of guilt.
Now he offers, "I'm sorry." Sure he is. He's sorry he got caught and sorry someone else wouldn't take the blame for him. The blame should spread over some of others in this history. I think they know who they are. I would hate to carry that burden.
