About time on track seating

I think it is about time seating is made available at the track -- my question is, why is all of the seating going to be on the east side of the track? When there is a track meet, West 10th is packed with cars. There is a paying booth on 10th Street and the finish line is usually on the west side of the track. let's put some seating on the west side to keep it fair and divide up the seating so we don't have to walk all the way around the track. Gets pretty tough on some of us oler people trying to do the hill to get to the east side.
