Who's paying?

I bet the farmers in this area were thrilled that Tom Osborne stopped by to tell them that if they want drought relief this year, they will have to take it out of the farm bill because of a lack of money. At the same time, he told them about all the money we are spending in Iraq to bolster their schools, banks, oil industry and a million new automobiles imported. Who do you suppose is paying for them?
