City renews DOT contract

McCOOK, Neb. — The City of McCook will net an little extra money next year from the state department of transportation.

The McCook City Council approved all 14 consent agenda items Monday in one motion at its regular meeting, including the renewal of Maintenance Agreement No. 17 between the Nebraska Department of Transportation and the Municipality of McCook.

The agreement states the maintenance responsibilities of both the city and the Nebraska Department of Transportation on U.S. Highways 6 and 34 and 83. The Nebraska Department of Transportation is responsible for 10.66 lane miles within the corporate city limits and in the past, paid the city $1,575 per lane miles for the maintenance of these miles. This year the amount is increasing to $2,100 per lane mile, or an annual increase of $5,595.50.

Another consent agenda item approved Monday night was the Certificate of Substantial Completion for the Ravenswood Road Paving Project and authorized the Mayor to sign.

The final inspection of the Ravenswood Road paving project was Dec. 23, with the Certificate of Substantial Completion dated that same day, along with the final inspection report. The inspection found only minor items to complete, that the contractor, BSB Construction, will have done by Dec. 24, according the city staff report.

The final cost of the project ran $5,000 over the original bid cost. The original bid was $268,727 with final costs at $274,221. According the city staff report, the overrun was due to the removal of two additional paving panels at the connection with South Street that were badly broken up and replacing existing pavement at the intersection of Industrial Park Drive to joint lines, instead of saw cutting the paving.

Other consent agenda items approved were:

- The second amendment to the lease between Dick Trail and the City of McCook for the lease of property at McCook Regional Airport. The lease is for property that the former Critical Care Life flight Corp used for its helicopter medical services. In August 2006, the lease was re-assigned to Dick Trail. In November 2010, the first amendment to the lease was approved, extending the lease for an additional five years The second amendment extends the lease an additional five years, to 2024. This amendment includes a 3% increase above the previous amendment. The lease is a site lease only and doesn’t include any structures. The hangar that sits on the site is owned by Trail. According to the amendment, rent is $218.10 annually for years 2019 through 2024.

- Approved the Lease Agreement, as amended by the Lessee, between AirMD, L.L.C. d/b/a LifeSave and the City of McCook. The original agreement approved by the council in February 2018 was returned to the city in September with two written changes: the d/b/a changed from Life Team to LifeSave and the term of the lease was reduced from five to two years. The agreement includes payments of $1,300 per year paid to the city, increasing 3% each year during the term of the lease.

- Ratify the Mayor’s reappointment of Terry Peterson to the Housing Agency Board - term expires November 2024.
