City plans to offer sewer bond

McCOOK, Nebraska -- The McCook City Council will focus much of their discussion on the city's sewer system during Monday's regularly scheduled meeting, 7:30 p.m. at the Municipal Center.

City staff is asking for authorization to issue a $300,000 Sewer Revenue Bond to fund the installation of a new sewer line in Kelley Park and to make improvements to a city sewer lift station located east of the intersection between U.S. Highways 6-34 and Wedgewood Drive.

The city has qualified for a State Revolving Fund loan through the Nebraska Department of Environmental Quality for the project, which will provide $100,000 in loan forgiveness.

The loan has a 5-year no early payment clause and city staff has anticipated the loan to have a remaining balance of $103,734 at the end of the restriction period.

The new sewer line at Kelley Park will greatly reduce the load of several other lines serving parts of Northwest McCook during periods of high flow. The lift station improvements will add capacity, dependability and increase efficiency of the unit, according to city staff.

The sewer improvements and SRF loan financing for the project were discussed and planned previously, during the city's budget process. City Council will consider approval of an ordinance Monday evening, with the three-reading rule suspended, authorizing the issuance of the sewer bond and SRF loan documents as the final step in the process.

A discussion and update pertaining to sewer improvements at the North Pointe Properties development project, north of West Q Street, is also scheduled. The conversation will focus on the use of Tax Increment Financing to fund sewer improvements for the project, with the possibility of the city being responsible for the financing.

Council is not scheduled to take any action on the item.

Other items on the consent and regular agenda:

* McCook resident Reynaldo Rodriguez has requested for a grant of license to use a portion of city right-of-way to construct additional parking in front of his home at of 308 E. Third Street.

* Miller & Associates will be considered for approval to serve as the general administrator of two community development block grants. The grants will help fund a paving project at the city industrial park, east of Valmont, and phase II of a downtown revitalization project. Miller & Associates was the only firm to respond to the city's request for general administrators for either grant and has proposed a lump sum fee of $3,000 for the CDBG pertaining to the paving project and $19,500 for the CDBG pertaining to downtown revitalization.

* A proposed rezone of lots 28 thru 32 of the South McCook addition will be considered. Jason Michaelis intends to purchase the lots from Donna Butler, which border South Street across from Parker Hannifin, and construct an approximate 40 ft. by 60 ft. building/shop.
