Ordinance change would loosen board residence requirements

McCOOK, Neb. — City leaders hope to change city ordinance to allow one member of the Board of Zoning Adjustment to reside in the city’s 2-mile extraterritorial jurisdiction. The items is scheduled for consideration with the three-reading rule suspended during Monday’s regularly scheduled meeting, 6:30 p.m., at the Municipal Center.

The change would amend Chapter 35, Section 35.030, of the City of McCook Code of Ordinances to provide for one member of the board to reside within the Extraterritorial Zoning Jurisdiction, according to Monday’s agenda packet. City staff indicates the change will bring the city code book up to compliance with an unspecified state statute.

In an item scheduled prior to the ordinance change, City Council will consider ratification of Mayor Mike Gonzales’ nomination of McCook Public School’s finance officer Rick Haney to the Board of Zoning Adjustment. Haney’s listed address is 71392 County Road 385.

Other items up for consideration on Monday’s agenda:

* A discussion is planned pertaining to a request from Luke and Shar Laverack, owners of Club Paradise in McCook, to permit retail sales of alcoholic beverages later than 1 a.m. and prior to 2 a.m. on any given day.

* Ratification of nuisance determinations from the McCook Board of Health for several properties will be considered. The properties 107 East 5th Street, 1518 West 10th Street, 511 East 2nd Street, 412 East 3rd Street, and 309 East 1st Street.

* A request from the McCook Area Chamber of Commerce to close the parking lot at East 1st and D Street for the Nebraska 150 Mobile Children’s Museum, from noon on June 7 to 10 p.m. on June 9.

The chamber has also requested special liquor licenses for a beer garden in conjunction with the Prairie Roots Festival/Hear Nebraska Festival at Barnett Park on July 29; a street dance on the 300 Block of Norris Avenue, from C Street to D Street, on July 7; a Heritage Days Mixer at McCook National Bank on Sept. 20; a street dance on the 100 Block of West D Street, from Norris Avenue to West 1st Street, on Sept. 23; a street dance on West D Street, from Norris Avenue to West 1st Street, on Sept. 23; and for BBQ competition at the Red Willow County Fairgrounds on July 8.

The chamber is also requesting to close Norris Avenue from C Street to D Street on July 7 for a street dance; West C Street, from West 1st Street to West 3rd Street, and West 2nd Street, from B Street to C Street, on July 8 for a car show in conjunction with Crazy Days; as well as to use several city streets for a YPG Crazy 5K Run on July 22 beginning in the early morning hours and concluding by 9 a.m.

* Schmick’s Market is requesting special liquor licenses for a wine bar at the Alice Arena on July 20 and a beer garden at the Kiplinger Arena on July 21.

* The fiscal year 2017-18 contract between Heritage Senior Center and the West Central Nebraska Area Agency on Aging, relating to responsibilities of the management, operation, support, monitoring and evaluation of the senior center will be presented for approval.

* The Prairie Roots Festival Committee is requesting to use Barnett Park including the west shelter house, electricity, fishing ponds, utility fields, sand volleyball courts, additional picnic tables, benches, trash cans, as well as block off the park road in front of the west shelter house, and use the Kelley Park Disc Golf Course and Bolles Canyon Skate Park for the Hear Nebraska Concert event on Saturday, July 29.
