Bill prohibits public benefits for illegal aliens

The Legislature finished the 55th day of the 90-day session last Friday, and passed 12 bills on Final Reading. One of the bills passed was Legislative Bill 403, which prohibits public benefits for illegal aliens, and requires their verification for benefits, public employment, and state tax incentives. I voted for the bill and it passed with a strong 44-0-5 vote.

The bill prohibits state agencies and political subdivisions of the state from providing public benefits to a person not lawfully present in the United States. This also includes no involvement in any public retirement system.

The way the public benefits prohibition will be implemented is by requiring state agencies and political subdivisions to verify the legal presence of each applicant through the Systematic Alien Verification for Entitlements Program -- S.A.V.E. -- operated by Homeland Security. This should help make sure that U.S. citizens and those who are legally in the country are the only ones eligible for public benefits.

In addition to public benefits, LB 403 would require every public employer and public contractor to register with and use E-Verify, which is the work eligibility program with Homeland Security, to verify the eligibility of all new employees. The Nebraska Department of Labor will also provide private employers information about E-Verify and encourage its use among the private sector.

Though this portion does not go far enough in my opinion to require private employers to use E-Verify, it is a step in the right direction.

The last segment of the bill would direct the Tax Commissioner to not approve or grant to any employer any tax incentive unless the taxpayer provides evidence that they have electronically verified the work eligibility of all new employees in Nebraska. This would apply to all incentives applied for under the Nebraska Advantage Rural Development Act, Nebraska Advantage Act, Nebraska Advantage Research and Development Act, or the Nebraska Advantage Microenterprise Tax Credit Act. Again, I believe this is a good idea to ensure we are not rewarding businesses, which do not follow the law, with tax incentives.

This is an important beginning step forward for Nebraska regarding illegal immigration, as we make sure we are not providing an incentive for more illegal activity through public benefits for illegal aliens.

Whatever the issues are, such as health care, education or even a overloaded prison system. Nothing has more effect on the culture, language, and momentum of our economy than ILLEGAL IMMIGRATION Politicians see the American taxpayer as the "Beast of Burden" None are more malevolent than Sen. Harry Reid, House Speaker Nancy Pelosi, Sen. Dianne Feinstein and a multitude of other officials, who only have big business dividends at heart.

How many more illegal aliens with their families are taxpayers expected to support? The media, along with the government have chanted monotonously for years, that only 13 million have settled here. But the Heritage Foundation have analyzed it's more like 40 million? Then who are we inclined to believe? I think the latter of the two and with that, what costs are estimated taxpayers fork out annually. The Heritage Foundation has issued many reports on costs for settling illegal and legal immigrants and the news it's not good? The critics will argue that illegal aliens pay taxes, state and federal--but millions more are happily accommodated by criminal employers who pay directly into the hand. Then what about the billions that leave this country every year by Western Union wire transfer, that never ends up in the nations coffers. Remember we have an encumbrance of illegal aliens stealing jobs in "Sanctuary Cities" But then we have Sanctuary states like California. Then guess what state nearly collapsed with bankruptcy imminent? They had to raise the highest taxes in the nation, to cover the $47. billion dollars, so they could support all the illegal alien welfare payouts. Seeing nobody is telling the Public the straight facts, we should use Census tracking to locate and deport all illegal foreign nationals? E-Verify should be made--PERMANENT--Not just for new employees, but those already hired.

America according to statistics from reputable websites takes in 1.5 million new--LEGAL IMMIGRANTS--a year. That's more immigration than any other country in the world.

Here is just a few who have compromised the E-Verify, but others who are have influenced the "Rule of Law." is Rep. Luis Gutierrez (D-Ill.). who should have never voted in to office. He runs with the subversive groups like La Raza, Mecha and a contagious following of anti-sovereignty lunatics. It should be noted that the FBI states, that America has the highest concentration of illegal alien felons incarcerated. Georgia is now pondering to make drivers licenses only available to people, who comprehend English. One only has to study the growing incident rate of DUI's on the website AMERICAN PATROL, to realize the scope of the death caused by foreign nationals on the highways and the violence in our streets. Illegal gang members have become the epitome of hideous murders in Sanctuary cities and states and a breeding ground for other felons. Home invasion robberies, car jacking and just plain kidnapping and assaults, rapes and child pederasts, was never on such a grand scale since the intentional ignorance of our lawmakers--to cease and desist--arresting and detaining illegal immigrants. Such is a violation of the law in Sanctuary cities. With pro-illegal alien Mayors such as Antonio Villegriossa, Gavin Newson in California only in the well lit areas will ordinary Americans venture on to the streets, Ever since1950's England opened immigration to colonists under crown rule, people stay in their homes at night, because of the inception of muggings and much more pronounced criminal activity. If President Obama is motivated to unleash another AMNESTY. That condemns American taxpayers to paying for the chain migration of every family member who is sponsored. That means the IRS will have to--EVEN MORE MONEY FROM TAXPAYERS--because the senile, handicapped and the large family of brothers, sisters, grandmothers, grandfathers will not be exempt. It will not matter if they never paid into Social Security, because they can still collect SSI, (Supplemental Security Income) and in addition get taxpayer low income housing and other public assistance.



Levin-Stabenow-Lincoln-Pryor-Menendez-Lautenberg-Merkley-Wyden-Nelson-Reed-Whitehouse-Reid-Warner and Lady Pelosi. Xavier Becerra, Luis Gutierrez, Jon Kyl, Jeff Flake could also used their influence. We need E.Verify as a permanent tool in immigration enforcement.

Then we have E-verify that was stripped from the Stimulus/Omnibus spending bills. Then we have some pro-illegal immigrant states charging taxpayers to underwrite the in-state, higher education of illegal alien students. Course by now--we know the left wingers, open border brain-dead zealots, are pushing President Obama, to enact another Amnesty, to enact the Dream Act and rescind E-Verify, Real ID Act---and then to purgatory for US workers. They even curtailed the employer letter that notified them that their worker didn't match the Social Security Number given. It is no wonder these liberal Socialists have lambasted any chance of a Federal ID card? Because the numbers would be staggering who who would be identified as an illegal foregn national. If they can overrule the US Constitution, they can sure ignore the en masse, discharging millions more impoverished people for the taxpayers wallets--AND NOT THE PREDATORY BUSINESSES THAT HIRE THEM Remember who--THE PEOPLES--Arch-Enemies are? US Chamber of Commerce, ACLU and K Street lobbyists and radical ethnocentralist groups who think we should have wide open borders.

The bottom line is that the survival of America depends on the "Rule of Law" that was specified by the framers of our nation. Not from the corruption of our overseers, who think--WE--are fodder for their corporate sponsorship. In this year of Democratic leadership, I see radical change coming. Some good like the monolithic problem of Universal health care, for all the legal population, which will make life easier for every Joe in the streets. The critics can say what they will, but before my step-daughter passed away from Cancer the insurance companies were unrelenting, non-compassionate dirreah. Whose only objective was to extort as much money from my family, to relieve the so called hardship of their stockholders. copiously rich they are still trying to get their "pound of Flesh" from my ex-spouse. In Fausts--Devine Comedy--the tortures in purgatory is to good for them. Including in this miasma of a stench should be equal appearances of the majority of our politicians in Washington. Of course their are many honest, hard working exceptions to the rule. But the many have sold their soul, for thirty pieces of Silver to the highest bidder, which in most cases is big business, who care nothing but the most profit accessed from the US taxpayer. Hurrah and praise for Nebraska and everyone who voted for this. This is the only way we will save American from the elitists who want to turn American into a third world country. I am grateful to the people who were brave enough to stand up and do this. Thank you.

ITS ABOUT TIME!!! I see it first hand every day, illegal aliens that work for a few months at a time, then ride the system for years. The areas with the highest concentration of these people usually have rediculous crime rates as well. The next logical step would be to make it alot more difficult to enter this country legally. I have no problem with a good hard working immigrant with a dream that involves a better standard of living for thier family, and a contribution to the country that provided that opportunity, but I'm a little sick of the US being a dumpster for everybody else's trash.

Does LB403 prevent the health care industry from committing fraud by 'billing by income' which health care representatives before congressional committees, have proclaimed medium income American families were billed for the medical services of illegals? A family with five dependents, having amble ability to financially care for its own has been exasperated from their country by medical billing venders whose billing by income has decompensated USIRS deductions by placing fraudulent charges with the force of the legislature to collect by legal force, costs for illegals in the statements of medium income Americans, thus denying citizens the privileges guaranteed in Article 4 Section 2 of the U.S. constitution. U.S. News and World Report July 29, 2008 reports three million American citizens have been exasperated from the United States annually

which equates to 166% of the Nebraska population.

After World War 2, Japanese Americans were awarded compensation for the denial of their privileges of citizenship. Recently the U.S. Congress awarded $15,000 to Philippine soldiers working along with the United States for protecting their own country. First, does LB403 prevent fraudulent billing against American citizens by HMO's and health venders, and second, what compensation legislation is under construction to cover the financial costs of Americans who were exasperated from their own country to economically survive, in the defiance of the health care industry and the sovereign states in advocating fraudulent medical charges which forced American families to flee the United States? What remuneration does the sovereign states bear liability to American business's that were unfairly run out of business by illegals, whom did not have the heavy obligations of licensed business were required to provide under the law such as health care, unemployment tax,

and all the statues of state and municipal codes?

Is the state liable for advocating privileges for illegals by denying The U.S. constitutions guarantee of privleges of citizenship under Article 4 Section 2? Will the United States of America and the sovereign states retain their constitutional credibility by compensating American families for their conspiring with the health care industry for no less than $500,000 per person displaced economically from their own country of citizenship? Does the congressional committee upon hearing the health care industry admit before congressional committees testamony, charging the income of medium income families

whose head of household had adequate finances to retain their financial ability, whereas these U.S. congressional committees, failed to prosecute the health care industry for fraud

against medium income families and small businesses who were as the Japanese in WW2 denied the protection of the state for denying citizens their constitutional guarantee under Article 4 Section 2 of the U.S. Constitution? In Fremont Nebraska, law enforcement officers protected illegals at the city meeting, which favored illegals over citizens. Was this not a crime by law enforcement to violate the law, failing to arrest illegal aliens? Is not the soverign state just as responsible for Article 4 Section 2 of the United States constitution as it vantages the U.S. constitution in establishing a state militia, and those elements that empower the soverign state with power in equal proportion to the obligation to enforce Article 2 Section 2 on behalf of citizens privleges guarenteed by the same document? Can the soverign pick and choose what powers and responsibilties they want and discard those elements of responsibility they are uninterested, such as the protection of the citizen?

Jeez, this is so sad. So you have a human being who doesn't have the right piece of paper (an alien) who can't gain lawful employment, can't get food stamps and can't get emergency housing. What is there left for this person to do? You know the answer to that is turn to the employment underground, where they can be taken advantage of in so many ways, or turn to crime. There are always slumlords who are overjoyed to have a scared, diminished human renting from them - they tend not to complain when the toliets don't work and the roofs leak, so you will be doing them a major favor with this legislation too.

Denying them medical care is also a terrible thing. I guess they are supposed to die in a parking lot somewhere, but even scarier than that, what if one of these unfortunate people contracts a communicable disease, like TB or an STD? Untreated, an illegal alien can affect a whole town, and I'm not talking about sexual activity - someone with TB can work in a restaurant prepping food and pass it that way. This is also murder on the children - of course they will bear the brunt of this legislation, and you all will act so horrified when you hear of some little kid who was abused or murdered. Circumstances such as these increase child abuse.

Some of you think the charitable organizations will pick up the slack, but in this economy so many are swamped and barely keeping their doors open, so great is the need and so serious the downturn in contributions. I feel so badly for the desperate people who will find no recourse there. And we all know that community health centers, the ones that are still open, are filled to capacity. The state has been closing those down and cutting their funds, so that is a dwindling option for them too.

I don't say the borders should be left open for anyone to enter, but I say while they are here we should be responsible to ensure our own safety, which this legislation won't do. All this legislation will do is create a lot of desperate, sick people.

I think this will blow up in your faces in probably about 2 years. One would think all the blood on your hands would weigh on your consciences but I wouldn't bet money on it. Good luck.

CONGRATULATIONS, NEBRASKA! You did the right thing for your State and the LEGAL residents of Nebraska. Many States have passed Illgal Immigration Laws and many more will passing their State laws soon, you can be sure. Didn't Utah just pass their State Law?

I think it is time to have ZERO TOLERENCE with these ILLEGAL ALIENS. It's time for them to return to their own country where they belong.

Are you kidding?? I know from personal experience that a great number of these immigrants come here with the intention of riding the welfare system. I have actually tried to give many of them jobs! A good number of the ones I did employ, declined extra hours for fear it would mess up thier government plan! I do not want to be cruel to anyone, and to some extent, I understand you point of view. But what I do expect is that if an immigrant comes to the US, they will be fully aware that we are expecting them to do it legally, and while they are here they will pull thier own load or get the hell out!

Hallelujah, now if we could get our Federal Government to do the same thing. Isn't the school system paid by the legal taxpayers with public funds that are here legally? I say no free education or school lunches either. GO BACK TO WHERE YOU CAME FROM. PS to crybaby, let them be taken advantage of, they don't belong here.
