In a statement Tuesday, Morrison apologized for the relationship with Carter but denied that he sexually harassed her or tried to influence a federal cases involving the district attorney, Phil Kline.
Kline became district attorney in January after losing the attorney general's office to Morrison. Morrison had been the district attorney for 18 years before Kline took over.
