Helicopter loan hearing on agenda

Red Willow County commissioners will conduct a public hearing to receive comments on a block grant loan to an aviation company and hear a proposal from a second jail consultant firm during their regular meeting Monday, starting at 9 a.m., in their room on the third floor of the courthouse.

The public hearing on the $300,000 loan to Pawnee Aviation begins at 10 a.m. Commissioners will make a decision regarding the loan at 10:30 a.m.

Doug Boyd of ACI-Boland Inc. will tell commissioners how his firm would conduct a jail needs assessment study for Red Willow County. Commissioners will decide between ACI-Boland and the partnership represented by Gary Bowker and Mark Martin following ACI-Boland's presentation at 11 a.m.

At 9:35 a.m., commissioners will discuss correspondence they've received:

* From Stanton County, supporting arsenic research; and

* The Nebraska Department of Environmental Quality, regarding approval of phased construction at Three Star Dairy, north of McCook.

In other agenda items, County Treasurer Marleen Garcia will clarify issues with the Jonzeez Java CDBG loan and repayment schedule; Attorney Paul Wood has requested a closed session to discuss a personnel matter; and commissioners will designate the county's official newspaper for 2005.
