College board accepts resignation

The Mid-Plains Community College Area Board of Governors accepted the resignation of Robert Bear as biology instructor at McCook Community College during its meeting at the Hormel Center in McCook on Wednesday evening.

Roger Wilson of McCook joined Rick Kolkman, Glenn Colson, Royce Norman and Louis Stithem in being elected as MPCC representatives to the Mid-Plains Technical Community College Are Foundation board of directors.

Suspending the two-meeting rule, the board voted to set a limit on the dollar amount can be spent on plaques, certificates of achievement or item of value to be awarded under a policy covering such presentations.

More information was requested concerning delegation of personnel and employment authority to the present, and students with chronic communicable diseases.

The board spent about 40 minutes in executive session discussing negotiations. The next meeting will be 6:30 p.m. May 26 in North Platte.

North Platte............Immediate...........The Mid-Plains Community College Board of Governors met in the Hormel Center for Technology at McCook Community College for their April Board meeting. The Board began their meeting at 6:30 p.m. and after roll call, the Board immediately went into their business meeting. Those present were Dr. Michael Chipps, President of Mid-Plains Community College, Board Chair Harold Bennett, and Governors, Glenda Hasenauer, Roger Wilson, Ed Moore, Jane Hornung, Dale Wahlgren, Kent Miller, Glenn Colson and Louie Stithem. Royce Norman and Rick Kolkman, were absent and excused.

Jim Hamilton and Richard Burton were recognized as Mid-Plains Community College's March Employees of the Month. More information will be released later.

In consent agenda action, the Board:

* Approved the minutes from the March 24, 2004 Board meeting.

* Accepted a Financial Report for March 2004. *Approved the payment of bills for March totaling $840,820.73.

* Approved the purchase of the 2004-2005 maintenance contract with Jenzabar at a cost $75,263.00.

In Action Items:

* The Board unanimously suspended their two-meeting requirement for changing policy and implemented immediate changes to Board Policy #1210, Recognition Awards, Honor Banquets, Funeral Memorials, etc. The action states that "the Board delegates to the President, as provided by Nebraska Statute 85-1511(12), the authority to establish, on behalf of the Board, a uniform standard which sets a dollar limitation on the value of any plaque, certificate of achievement, or item of value to be awarded under this policy. The expenditures of MPCC funds for recognition dinners, for the various awards, memorials, etc. shall be executed in compliance with requirements as stipulated in Nebraska Statutes 13-2203 and 13-2204."
* Related to the policy, and under state requirements, the Board held a public hearing to set dollar limitations within Policy 1210. Upon closing the hearing, the Board adopted the authorized expenditure limits as recommended by the President.

* The Board heard for first reading, the following policy:

#3210 Business Operations/Tuition and Fees

* After discussion, the Board pulled the following two policies from first reading and requested further research and study of them.

#4110 Personnel/Delegation of Employment Authority to President

#5100 Students/Chronic Communicable Diseases.

* The Board elected Rick Kolkman, Roger Wilson, Glenn Colson, Royce Norman, and Louie Stithem as MPCC Representatives to Mid-Plains Technical Community College Area Foundation Board of Directors. * The Board received information reports concerning the following topics:

* Student Learning Assessment Committee monthly report.

* Imperial Extended Campus news articles concerning the new facilities.

* Resignation Letter from MCC Biology Instructor, Robert Bear.

* Resignation Letter from NPCC Biology Instructor, Dr. Mark Bland. **Executive Session:

At approximately 8.45 p.m., the Board retired into Executive Session to discuss negotiations. They emerged at approximately 9:25 p.m. No further action was taken.

Upon hearing no further business, the Board adjourned at approximately 9:26 p.m. until their next meeting, which will be held at 6:30 p.m. on May 26, 2004 in North Platte.
