Looking for 1951 Chevy...

According to the email in Brian's Mailbag today, Border Patrol was warned to expect the above vehicle suspected of transporting illegal immigrants, but it looks to me like it's the other way around... perhaps the immigrants are legal and the car isn't. I see no valid license plate!

Then again, since this is the last weekend for the "Cash For Clunkers" program...
